22325VIC Course in Workplace Spotting for Service Assets

This course will enable participants to clearly understand the role of the Spotter as the safety observer to warn mobile plant operators and crane drivers in the proximity of powerlines and underground assets inclusive of communications, water, sewerage and power. This course is recognised by Energy Safe Victoria (ESV) and the Victorian WorkSafe Authority, as meeting the requirements for spotting near overhead and underground assets.

Course Outline (First Aid/CPR – Day 1):

Assessing an emergency situation, legal and social responsibilities of the first aider, apply CPR, management of external bleeding, management of poisoning, bites and stings, shock, stroke, management of seizures, managing anaphylaxis, managing asthma, identifying and managing shock, and diabetes.

Course Outline (Spotters – Day 2)

Role of the Spotter, ‘No Go’ Zones, safety assessment process, signalling procedures, types of powerlines, permit application process, height assessment, accident procedure process, OH&S Act 2004, SWMS development.

Credit Transfer:

Where applicants already hold a valid first aid certificate, applicants may apply for a credit transfer on the first aid component of the course. This will require students to only attend the course for 1 day.

We offer a credit transfer for applicants who can provide either:

• An original (or copy of) a Statement of Attainment for HLTAID003 Provide first aid issued within the last 12 months; or
• An original (or copy of) a Statement of Attainment for HLTAID003 Provide first aid issued within the last 3 years and an original (or copy of) a Statement of Attainment for HLTAID001 Provide cardiopulmonary resuscitation issued within the last 12 months

Energy Safe Victoria Requirements to ACT as a spotter

• Applicants must be a minimum of 18 years of age.
• Applicants who meet the first aid unit credit transfer requirements will only need to attend day 2 of the course.

Only applicants who are registered as an Electrical Spotter with EnergySafe Victoria may perform spotting work. To be registered, applicants will also require at least one of the following:

• To qualify to spot an item of plant where no High Risk Licence class applies (excavator, front end loader, scissor lift, etc.), applicants must provide Proof of Competency (such as a Plant Operator Card or Statement of Attainment) on that specific piece of plant.
• To qualify to spot an item of plant where a High Risk Licence class applies (I.e. forklift, slewing mobile crane, elevated work platform (boom length over 11m), applicants must provide a current Licence to Perform High Risk Work on that specific piece of plant.
• To qualify to spot tip trucks, applicants must provide a Light Rigid class Heavy Vehicle Licence or greater, or Haul Truck Proof of Competency.
• To qualify to spot on all items of plant, applicants must provide a current Licence to Perform High Risk Work for Dogging or Rigging.

Delivery Methods:

Face to face delivery. To obtain accreditation in this course a written assessment will be given to participants

Outcome:

After successfully completing the course, a statement of attainment will be issued by Star Training and Assessing. A Spotters Registration Card from EnergySafe Victoria (ESV) will also be issued. (valid 3 years)

Note: After 3 years participants must attend a Spotters Refresher course to remain current or otherwise they will lose their licence to observe as a Spotter.
