This stand-alone skill set may be appropriate for the utility industry where a higher level of training is required in order to perform more complex traffic management tasks.

NOTE:  If you are planning on becoming a traffic controller you will need to book the Combined TC1/TMI1 Course, having the TMI1 alone will not permit you to perform traffic controller duties.

For current traffic management implementers with very recent experience in the industry the Recognition of Prior Learning (RPL) process may be a more suitable option. Please click here for information relating to RPL to consider if this would be a better option for you.

To be a Traffic Management Implementer a student must first sit this 2-day Theory and Practical based course.

There is then a mandated requirement for students to perform Traffic Management Implementer duties by completing at least three different setups on the field in real life conditions.

Students are then required to return to Star Training and Assessing for a final Practical Assessment to ensure the skills required have been gained.

On successful completion of this course, a Statement of Attainment and Digital Card will be issued, and students will be approved and accredited to work on any Category 1 Road.

After meeting all the requirements, students will then be eligible to complete further training and gain further experience to progress further to Category 2 Roads and finally Category 3 Roads.

Star Training and Assessing is a Temporary Traffic Management Approved Training Provider.

Please note:

As a pre-requisite to enrol in this course, you must provide a copy of your Statement of Attainment or USI Transcript for CPCWHS1001 Prepare to work safely in the construction industry (or equivalent), also known as a White Card.

Due to the above course code (or equivalent) being a pre-requisite, please note that bringing a White Card itself DOES NOT meet entry requirements as the issuance of this White Card may not have been issued against CPCWHS1001 Prepare to work safely in the construction industry or equivalent.  This will be common for students who have held their White Card for over 10 years.

A Statement of Attainment or USI Transcript will need to be presented as evidence –

New Austroads National Training Framework for Temporary Traffic Management (TTM)

The National Training Framework for Temporary Traffic Management (TTM) provides a nationally harmonised environment for the provision of Temporary Traffic Management training and ensures individuals working in the industry are appropriately trained and maintain currency.

The National Training Framework for Temporary Traffic Management is designed under the Vocational Education and Training (VET) framework based on Skill Sets and Units of Competencies and provides:

  • Graduated learning across the Temporary Traffic Management categories
  • Greater opportunities and a more structured genuine career path
  • Theoretical (i.e., classroom) and practical training
  • Mutual recognition – individuals who have successfully completed the training requirements in one state/territory will have this training recognised in another participating state/territory. (Please note there may be additional localised training requirements in states and territories specific to the jurisdiction).

There are three (3) Temporary Traffic Management (TTM) roles comprising of Traffic Controller (TC), Traffic Management Implementer (TMI), and Traffic Management Designer (TMD), graduated across three TTM categories, comprising in total eight Temporary Traffic Management National Training Programs with their associated Skill Sets.

The role and where the work is being undertaken, including its complexity determines the TTM category of training required.

Star Training does not currently deliver the Traffic Management Designer (TMD) Category.

In Class/Face to Face Delivery, Theory Assessment, Simulated Assessment, On-site Practical Work Experience and Final Practical Assessment.

Following the successful theoretical (in class/face-to-face) training, learners will be required to obtain practical learning experience and successfully complete a final practical assessment prior to a Statement of Attainment being issued.

This aims to ensure that individuals have the opportunity to gain sufficient practical experience before working independently. Practical experience requirements must be completed on declared TTM Category roads within six months after successfully completing the theoretical component.

Star Training and Assessing has partnered with multiple Traffic Management Companies across Melbourne and can provide learners the opportunity to complete their practical work placement.  The learner is also able to organise their own Workplace to complete the Practical Experience requirement.

The learner will be required to provide their own Personal Protective Equipment (PPE) during their practical work placement and this may vary from site-to-site, however will commonly include two-way radios, high-visibility vest/shirt/jacket and pants, safety boots, hard hat, safety glasses and gloves.  You should confirm the mandatory PPE requirements with your Traffic Management Company directly to ensure compliance.

The requirements to complete the practical component vary dependent on the actual TTM National Training Program the learner is undertaking.

Traffic Management Implementer (TMI1) practical training component must be completed under direct supervision on a declared TTM Category 1 road as applicable.

This means a publicly accessible and used road which is typical of what a TMI would encounter under normal operational circumstances. The site, area and statutory safety requirements must always be observed during the assessment.

  • Be of a fit and healthy nature to be able to complete real-life work activities.

Please note: A White Card itself is not itself evidence and cannot be accepted.

  • Unique Student Identifier (USI)
  • Closed toe shoes
  • Appropriate clothing as required for the weather conditions on the last day of your initial training and final assessment day as you will be training outdoors. This may include a hat, sunscreen, rain jacket etc.

Upon successful completion of all course requirements and assessments you will receive an electronic copy of your Statement of Attainments. You will also receive a PDF Digital Card. Please save this to your device.

Note: Both these items will only be issued after students have successfully completed all the requirements of this course, including completing at least three different setups, and successfully completing their final practical assessment.

RIISS00060 – Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads

This Nationally Recognised skill set addresses the skills and knowledge required for those responsible for traffic management implementation on Temporary Traffic Management Category 1 environments as described in the Austroads Guide to Temporary Traffic Management.

Successful completion of the following four units of competency inclusive of practical experience applying the relevant skills and knowledge in a temporary traffic management workplace, completing at least 3 different types of set ups:

  • RIICOM201E Communicate in the workplace
  • RIIRIS301E Apply risk management processes
  • RIIWHS302E Implement traffic management plans
  • RIIWHS303 Position, set up and program portable traffic control devices

The assessment for the units of competency comprises both theoretical and practical components.  The practical assessment component is to be undertaken after the practical experience is gained. Practical experience requirements must be completed on declared Temporary Traffic Management Category 1 roads within at least six months of successfully completing the theoretical component.

You will need to renew your certification within 3-years of being issued the Statement of Attainment. You can do this by completing refresher training.

To be eligible to complete a refresher course you must meet the following criteria:

  • Your training date must not have expired (for example, if your training was completed on 1 March 2023, your training expiry date will be 1 March 2026)
  • You hold the skill sets for the refresher training you wish to complete (for example, to complete the refresher course for Traffic Controller 1 you must hold the current skill sets for Traffic Controller 1)
  • You can demonstrate you have industry currency
