This Electrical Spotter course will enable participants to clearly understand the role of the Spotter as the safety observer to warn mobile plant operators and crane drivers in the proximity of powerlines, overhead, and underground assets including communications, water, sewerage and power.

This Electrical Spotter course is recognized by Energy Safe Victoria (ESV) and the Victorian WorkSafe Authority, as meeting the requirements for spotting near overhead and underground assets.

Face to face delivery. The course involves a theory and practical assessment.

While there are no prescribed pre-requisites to complete this course, it is important to note the requirements to be registered as a Spotter with Energy Safe Victoria. 

Participants must also be able to converse and comprehend basic English.

  • Applicants must be a minimum of 18 years of age.
  • Applicants who meet the first aid unit credit transfer requirements will only need to attend the one-day spotters course.
  • Only applicants who are registered as an Electrical Spotter course with Energy Safe Victoria may perform spotting work.

To be registered, applicants will also require at least one of the following:

  • To qualify to spot an item of plant where no High Risk Licence class applies (excavator, front end loader, scissor lift, etc.), applicants must provide Proof of Competency (such as a Plant Operator Card or Statement of Attainment) on that specific piece of plant.
  • To qualify to spot an item of plant where a High Risk Licence class applies (forklift, slewing mobile crane, elevated work platform (boom length over 11m, etc.), applicants must provide a current Licence to Perform High Risk Work on that specific piece of plant.
  • To qualify to spot for tip trucks, applicants must provide a Light Rigid class Heavy Vehicle Licence or greater, or Haul Truck Proof of Competency.
  • To qualify to spot on all items of plant, applicants must provide a current Licence to Perform High Risk Work for Dogging or Rigging.
Where applicants already hold a current first aid and CPR certificate, applicants may apply for a credit transfer on the first aid and CPR component of the course. This will require students to only attend the course for 1 day. We offer a credit transfer for applicants who can provide either:
  • An original (or copy of) a Statement of Attainment for HLTAID003 or HLTAID009 Provide first aid issued within the last 12 months; or
  • An original (or copy of) a Statement of Attainment for HLTAID003 or HLTAID011 Provide first aid issued within the last 3 years and an original (or copy of) a Statement of Attainment for HLTAID001 or HLTAID009 Provide cardiopulmonary resuscitation issued within the last 12 months
  • Government issued photo identification
  • Unique Student Identifier (USI)
  • Closed toe shoes
  • Original and/or copies (front and back) of current first aid/CPR qualifications
  • Originals and/or copies (front and back) of any plant tickets and/or High Risk Licence for the plant you wish to spot on.
After successfully completing the course, an electronic copy of a Statement of Attainment will be issued by Star Training and Assessing. A Spotters Registration Card which is valid for 3 years and will be sent out by EnergySafe Victoria (ESV) within approximately 3 weeks.

Note: To remain current, as per ESV requirements, after 3 years participants must complete a full Spotters course again, otherwise they will lose their registration to observe as a Spotter.
