PLEASE NOTE: THIS COURSE IS CURRENTLY ONLY AVAILABLE FOR COMPANY GROUP BOOKINGS WITH A MINIMUM OF 6 STUDENTS.  COMPANIES WILL NEED TO ORGANISE AND PROVIDE A CATEGORY 2 ROAD AND EQUIPMENT FOR AN ASSESSOR TO COMPLETE STUDENTS’ FINAL PRACTICAL ASSESSMENT.

This nationally mandated 2-day course is designed for persons in the Traffic Management industry who are required to progress their accreditation for traffic control and Traffic Management implementer work on Temporary Traffic Management Category 2 roads.

To be a Traffic Controller or Traffic Management Implementer for a Category 2 Road a student must first successfully complete Category 1 (TC1/TMI1) training and assessment, gained experience and then sit this 2-day Theory based course.

There is then a mandated requirement for students to gain a minimum of 20 hours logged experience performing Traffic Controller (TC2) duties on the field in real life conditions and students performing Traffic Management Implementer (TMI2) to complete 3 different set-ups on a Category 2 Road.

Once the required skills have been gained and relevant evidence collected, an Assessor will then attend your Category 2 worksite to complete a Final Practical Assessment.  This will be arranged with Star Training and Assessing.

On successful completion of this course, a Statement of Attainment and Digital Card will be issued and students will be approved and accredited to work on any Category 2 Road.

Note:  While there is a higher TMI3 Qualification available, TC2 is the highest level of training for a Traffic Controller and there is no TC3 Course as traffic controller duties are not permitted on freeways.

Final Practical Assessment will take place on a Category 2 Road Worksite arranged by your company and in consultation with Star Training and Assessing.
New AustRoads National Training Framework for Temporary Traffic Management (TTM). The National Training Framework for Temporary Traffic Management (TTM) provides a nationally harmonised environment for the provision of Temporary Traffic Management training and ensures individuals working in the industry are appropriately trained and maintain currency. The National Training Framework for Temporary Traffic Management is designed under the Vocational Education and Training (VET) framework based on Skill Sets and Units of Competencies and provides:
  • Graduated learning across the Temporary Traffic Management categories
  • Greater opportunities and a more structured genuine career path
  • Theoretical (i.e., classroom) and practical training
  • Mutual recognition – individuals who have successfully completed the training requirements in one state/territory will have this training recognised in another participating state/territory. (Please note there may be additional localised training requirements in states and territories specific to the jurisdiction).
There are three (3) Temporary Traffic Management (TTM) roles comprising of Traffic Controller (TC), Traffic Management Implementer (TMI), and Traffic Management Designer (TMD), graduated across three TTM categories, comprising in total eight Temporary Traffic Management National Training Programs with their associated Skill Sets. The role and where the work is being undertaken, including its complexity determines the TTM category of training required.

In Class/Face to Face Delivery, Theory Assessment, On-site Experience, and Final Practical Assessment.

Following the successful theoretical (in class/face-to-face) training, learners will be required to obtain practical learning experience and successfully complete a final practical assessment prior to a Statement of Attainment being issued.  An Assessor will have to come to your Category 2 jobsite for the Final Assessment and this will be arranged between your company and Star Training and Assessing.

This aims to ensure that individuals have the opportunity to gain sufficient practical experience before working independently. Practical experience requirements must be completed on a declared TTM Category 2 Road within six months after successfully completing the theoretical component.

As we are currently only booking for companies, students will be required to complete their practical placement hours their company. The learner is also able to organise their own Workplace to complete the Practical Experience requirement.

The learner will be required to provide their own Personal Protective Equipment (PPE) during their practical work placement and this may vary from site-to-site, however will commonly include two-way radios, high-visibility vest/shirt/jacket and pants, safety boots, hard hat, safety glasses and gloves.  You should confirm the mandatory PPE requirements with your company directly to ensure compliance.

The requirements to complete the practical component vary dependent on the actual TTM National Training Program the learner is undertaking.

Traffic Controller (TC2) and Traffic Management Implementer (TMI2) practical training component must be completed under direct supervision on a declared TTM Category 2 Road as applicable.

This means a publicly accessible and used road which is typical of what a TC or TMI would encounter under normal operational circumstances. The site, area and statutory safety requirements must always be observed during the assessment.

As an entry requirement to enrol in this course, you must –

  • Be able to converse and comprehend basic English
  • Be of a fit and healthy nature to be able to complete real-life work activities

FOR TC2 –

  • Have successfully completed TC1 Training and Assessment (RIISS00058 Traffic controller skill set for urban streets and low volume rural roads)
  • Have gained evidence at least 40 hours of experience working in a temporary traffic management workplace in a traffic controller role.

FOR TMI2 –

  • Have successfully completed TMI1 Training and Assessment (RIISS00060 Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads)
  • Have gained at least one month experience applying skills and knowledge relevant to the above-mentioned skill set in a temporary traffic management workplace
  • Provide evidence of relevant experience setting up at least 12 temporary traffic management types with at least two of the following types:
  • pedestrian and cyclist controls
  • construction sites
  • lane closures
  • shoulder closures
  • night works
  • use of portable traffic control devices
  • Star Training and Assessing TC2/TMI2 Course Checklist together with all required evidence on that checklist which will include, evidence of TC1/TMI1 Training and Assessment, Copies of TGS, Declaration from an Employer, Payslips/Job Dockets.
  • Government issued photo identification
  • Unique Student Identifier (USI)
  • Closed toe shoes

Upon successful completion of all course requirements and assessments you will receive an electronic copy of your Statement of Attainments. You will also receive a PDF Digital Card. Please save this to your device.

Note: Both these items will only be issued after students have completed all the requirements of this course, including gaining a minimum of 40 hours real-life experience in traffic control duties, completing at least 3 different set ups and returning to complete their final practical assessment.

Traffic Controller Category 2 (TC2)

RIISS00059 – Traffic Controller Skill Set for High Volume Roads

This Nationally Recognised Skill Set addresses the skills and knowledge required for those responsible for traffic control on Temporary Traffic Management Category 2 environments as described in the Austroads Guide to Temporary Traffic Management.

Successful completion of the following unit of competency inclusive of at least 20 hours practical experience applying the relevant skills and knowledge in a temporary traffic management workplace:

  • RIIWHS207 Control traffic on high volume roads.

The assessment for the unit of competency comprises both theoretical and practical components. The practical assessment component is to be undertaken after the practical experience is gained.  Practical experience requirements must be completed on declared Temporary Traffic Management Category 2 roads within at least six months of successfully completing the theoretical component.

 

Traffic Management Implementer Category 2 (TMI2)

RIISS00061 Traffic Management Implementer Skill Set for High Volume Roads

This Nationally Recognised Skill Set addresses the skills and knowledge required for those responsible for Traffic Management Implementation on Temporary Traffic Management Category 2 environments as described in the Austroads Guide to Temporary Traffic Management.

Successful completion of the following two units of competency inclusive of at least 3 different types of setups practical experience applying the relevant skills and knowledge in a temporary traffic management workplace:

  • RIIBEF301D Run on-site operations
  • RIIWHS304 Implement traffic management plans on high volume roads

The assessment for the unit of competency comprises both theoretical and practical components. The practical assessment component is to be undertaken after the practical experience is gained.  Practical experience requirements must be completed on declared Temporary Traffic Management Category 2 roads within at least six months of successfully completing the theoretical component.

 

Refresher Training

You will need to renew your certification within 3-years of being issued the Statement of Attainment. You can do this by completing refresher training.

To be eligible to complete a refresher course you must meet the following criteria:

  • Your training date must not have expired (for example, if your training was completed on 1 January 2023, your training expiry date will be 1 January 2026)
  • You hold the skill sets for the refresher training you wish to complete (for example, to complete the refresher course for Traffic Controller 2 you must hold the current skill sets for Traffic Controller 2)
  • You can demonstrate you have industry currency
